Purpose:
The Phase II Telecommunications Project covers a wide range of Telecommunications activities across Sakhalin Island and beyond. The principle tasks associated with this project are to design, install and commission telecommunications systems for a number of new facilities including a new LNG/OET plant in the south of Sakhalin, an Onshore Processing Facility in the North of the Island and two new Offshore Platforms. An Oil and Gas pipeline of approx. 800 Km will be installed to transport the oil and gas from the Platforms to the LNG /OET - alongside these pipelines a fibre optic cable will be laid which will form the backbone of the SEIC corporate telecommunications network. This position is for a Telecommunications Project Interface Engineer to work back to back with the Lead Telecommunication Interface Engineers (FOC) with a range of Telecommunications activities:
1. Fibre Optic Cable
To oversee the installation and commissioning of a fibre optic cable running from the south of the Island to the Onshore Processing Facility and Offshore Platforms to the north of the Island – a distance of approx. 800 Km.
To oversee the Telecommunications Contractor during the installation and commissioning of the main fibre optic cable. The Telecommunications Contractor will deploy several teams of approximately 30 staff per team working in parallel along the pipeline right of way. The Telecommunications Project Interface Engineers role is ensure that the Contractor carries out all their responsibilities under the contract (see below).
2. Telecommunication Hardware
To oversee the installation and commissioning of Telecommunication and SCADA hardware in the block valve shelters. The equipment consists of DWDM transmission equipment, Ethernet switches and RTU’s. At the northern end of the cable connection the offshore platforms are linked by high capacity microwave links operating at 4 x STM-1 capacity.
3. Onshore Processing Plant (OPF)
To oversee construction work by the main OPF construction contractor as it pertains to Telecoms and SCADA installations. Supervise the installation of field telecoms equipment by OPF construction contractor. Ensure that commissioning test records for the telecoms field devices and associated cabling are produced and completed correctly. Oversee the installation and commissioning activities of the Telecoms contractor at the OPF. The equipment located at the OPF includes DWDM, Ethernet Switches, PBX, Satellite system, TETRA Radio system, PA&GA, aeronautic radio equipment, weather station, CCTV and access control.
The principle responsibilities are:
1) To oversee the installation, commissioning and initial support of Telecommunications Systems at Remote locations.
2) To liaise with project QA staff for the regular inspection of Contractors installation and commissioning practices.
3) To liaise with project HSE staff for regular reviews of Contractor HSE performance and adherence to HSE guidelines. Take part/contribute to Job Hazard Analysis as they arise.
4) If required, to organise/authorise Journey Management Plans for transport of staff and materials to site.
5) Work with pipeline contractor and SEIC pipeline staff to plan work on a daily, weekly and monthly basis to ensure Telecom contractor can work effectively and claims are minimised. Also ensure that Telecom contractor does not impact pipeline contractors work.
6) Provide weekly reports to Telecoms team leaders on progress and issues. Join Team Teleconferences as required. (eg weekly).
7) Oversee installation activities at OPF Permanent Facility and LNG sites as required.
8) To take part in Testing and Commissioning procedures on behalf of the Company.
Additional intelligence (
):
No direct sub-ordinates but will oversee a team of 30+ Contractor staff. Value of the Telecommunications at Remote Camps is circa USD 4m. Value of installation and commissioning of the fibre optic cable and associated Telecomms equipment is circa USD 20m. Will be required to spend the majority of time working in remote parts of Sakhalin Island and living in Construction Camps. Winters in Sakhalin can be severe with temperatures reaching minus 40 OC. Despite this the work must be progressed safely, meet the required installation standards and fit into tight schedules. Of vital importance will be the ability to interface with Pipeline Construction staff at all levels.
Requirements:
A University degree or equivalent in Telecommunications, Computing or Engineering Sciences. Fluent in English and Russian. Good writing language skills. Ability to work with staff at all levels. Well organised, with five years or more experience of managing Telecommunications Projects and Contracts. Good knowledge of Telecommunications systems. Good knowledge of HSE requirements.
